OSPI has posted proposed rule changes to WAC 392-157-125, requiring a minimum 20-minute seated lunchtime in K-12 public schools. This was done in response to a state audit from 2019. We know that while some of you meet this requirement already, for many of you, these suggested rules would create significant challenges for buildings and districts as an unfunded mandate. To ensure building and district perspectives are heard, we strongly encourage you to submit feedback to OSPI by the January 14 deadline.

As we move into fall, we are closer to the important general election in November that will elect a new President and Governor and numerous new legislators and other statewide elected officials. Three initiatives are on the ballot as well. The makeup of legislative committees and leadership positions will change somewhat as a result of the elections, so significant change in Washington’s political landscape is coming.

As we dive into September, there are lots of changes in the air. A new school year, a new season, pumpkin spiced drinks, and Constitution and Citizenship Day!  State law requires the study of the Constitution of the United States and the Constitution of Washington state as a prerequisite for graduation from public and private high schools. Additionally, federal law enacted in December 2004 states: "Each educational institution that receives federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution..." to commemorate the signing of the United States Constitution on September 17, 1787. If this day falls on a weekend (like it does this year), then the day can be observed the week before or after.

As a 2022 interim project, Senator Lisa Wellman (D-Mercer Island), Chair of the Senate Committee on Early Learning and K-12 Education, asked committee staff to put together a document that identifies and categorizes references to parents and guardians in state law, rules, and model policies. The final document organizes these policies by topics such as attendance and truancy, classroom access and parental involvement, curriculum and instructional materials, special education, graduation, and more.

For 51 years, AWSP has supported principals and assistant principals (the individuals) and the principalship (the profession) in the education of each and every student. We exist to support principals as a means to the same goal we all have in K-12 education: for all of our students to have hope. Today, we find ourselves in one of the most challenging spots in the history of our association, specifically regarding the two “principal bills,” Senate Bills 5085 and 5175.
